Normally GEDCOM data lines start with a 0, 1, 2, or 3. They do not have line
numbers. Are you sure that the line numbers are not a product of notepad? If
they are in the file, they need to be removed in order for the GEDCOM to
work.
You might try to download the file again and specify GEDCOM 5.5 or GEDCOM
4.0 (preferably 5.5)
