Here's how I put the List of Citations report on my Toolbar:

Tools > Options > Toolbar tab; Unused Buttons are on the right side;
cursor down until you come to Report Menu, and select List of Citations under
it.
Now click on Add to add the button, then Move Up or Down as desired, select
Properties to assign a bitmap or icon. (I use the bitmap letter "C")
