This process appears to add a citation, but does not. Also it does not
allow you to set any Surety values. You need to ensure it takes by
checking that it takes which does allow for the entry of the Surety values.
To do this, select Citations=>Edit Citation from the top menu (or press
F5) to display the Citation Entry Screen.
A better war is to select Citation=>Add a New Citation from the top menu
(or press F4) to display the Citation Entry Screen. Now use the Repeat key
F3 (or Control-F3 for a selection screen) to enter the prior citation. You
may then enter Surety Values and/or make any changes the the Citation
Detail field.
