One very confusing example

St Johnsbury is a town.....within which are located St Johnsbury Center
[village], East St Johnsbury [village] and St Johnsbury [urban compact].

I doubt that even those who call St J- home [or home town] would consider
it a city. It is the county seat for Caledonia County.
