It's a bug! That's why. The citation field at the bottom of any Tag Entry
Screen is not a data entry field, it displays the data that has been entered in
the Citation Entry Screen. F3 should not do anything in that field.

Paul, when I first got TMG - about a year ago - I stumbled across it and thought
it an excellent shortcut. Until one day I went back to change something and
found nothing rather than the citation I expected. A sharp quick learning
experience!
