Yes, as Allen said F3 is Repeat. F4 is "Add", with the "what" depending on where
you are -- if you are in the person view, F4 is Add Tag, if you are in a tag,
its Add Citation.
But be aware, there is a bug associated with using these keys (and F5 - Edit)
with the Tag Entry Screen open in 4.0a. If you use them while your cursor is in
any field that works with Repeat, it will cause the current entry in that field
to be double entered in the repeat list, and after that repeated pressing of F3
will not cycle past the double entry. So until this is fixed, either don't use
these keys to open the citation screen, or if you do, make sure you have the
cursor in a field that either doesn't repeat or that you don't want to use the
repeat feature.
