Yes -- in that order. F4 first to open a Citation Entry Screen and then F3
or Control-F3 to select the prior citation. Then the user may may any
changes desire in the Citation Detail, add Surety values, and click on the
OK button (or press F10).

Alternatively (not recommended and may change with later versions), press
F3 and then press F5 to do the editing and other data entry.
