Hi Grace,
Try this, I just tried it with a different role and it seems to work,
hopefully the way you want it:
Create a List of All Witnesses report and under FOCUS tab apply the
following filter:

ANY WITNESS ROLE EQUALS NEIGHBOR END.

Of course, if you'd like other witness roles included, add each of them in
the same way with an AND connection instead of END.
