Joe, Terry, and Hugh have already confirmed that TMG will not export to
GEDCOM the details of persons for which the Living flag is set to Y. Do
your persons in question have the flag set to ? or Y ?

For my data exchange via GEDCOM AND reports, I always reset the living
flag. First I run a TMG List of People (LoP) report to reset the Living
flag to N for all persons in the data set. Then I run a second LoP report
to reset the Living flag to Y for the following: have a birth year after
1905 and no death or burial tag exists.
