Beth,
The footnote in question, ignoring feelings and making no assumptions,
indicates the Shermans compiled and Wakefield edited (re-edited) the whole
series of volumes that goes under the series name of Mayflower Families
through Five Generations. That plainly misrepresents the facts.
Perhaps the question is why does the footnote indicate this? Generally: 1.
an author's name precedes the title of his/her work; 2. if there is no
author, the editor, translator, or compiler's name with abbreviation ed.,
trans., or comp. precedes the title; 3. if there is author and editor, the
author's name precedes and the editor's name, itself preceded by ed.,
follows the title. Chicago Manual of Style, 14th ed., 15.77, 15.96, 15.97.
The publication you are citing has a title for the whole publication (all
18 volumes) and a unique title for vol. 13. Current American bibliographic
usage calls for using both these titles in the citation. It is then even
more important to follow current usage in placement of author's, editor's,
and compiler's names.
I doubt any acceptable alternative would relegate the volume title and
number to the end of the citation along with the page number.
If we build a custom template for this most peculiar example, it could look
like this:
Footnote: <[AUTHOR], >[ITAL:][TITLE][:ITAL], <[CD1], >[SERIES]<, [VOLUME]>
([PUBLISHER LOCATION]: [PUBLISHER], [PUBLISH DATE]), [CD2].
Bibliography: <[AUTHOR]. >[ITAL:][TITLE][:ITAL]. <[CD1]. >[SERIES]<,
[VOLUME]>. [PUBLISHER LOCATION]: [PUBLISHER], [PUBLISH DATE].
Here:
[TITLE] is volume title (italicized)
[SERIES] is the title of the series (not italicized)
[CD1] is the phrase "edited by . . ."
We would need to edit the resulting [CD1] either in the footnote or
bibliography to lowercase its first letter in the former or capitalize it
in the latter.
Regarding my earlier posting in this topic, in the first example
foot/endnote there is a comma following "vol. 13." Please delete the comma.

P.S. For those more experienced with the segmented CD's, should CD1 and CD2
be interchanged in the template, in the event that only a page number is
needed?
