Adobe Photoshop can do this. Click on file > fileinfo and then type in the
caption. The text is part of the image file, but doesn't show on the
picture. Certain software packages like ThumbsPlus can read the caption and
use it for keywords or display it. Also if the caption were something like
"John Smith, Chicago, Illinois, 1922" a search for files containing any of
these words in the Windows File Find utility would find that image file.
There may be other photo editing software that can add these captions also,
but photoshop is the one I use and am familiar with.
