Because it is producing citations according to the guidance in Elizabeth
Mills' book "Evidence!" and that's the way the book suggests doing it. If
you look at the Bibliography entry you will find that the name is listed
last name first, also as recommended by the guide.
If you want all of them to be listed first, middle, surname simply enter
them that way. If you want the bibliography to stay with last name first,
but have both the full and short footnotes to show first, middle, last,
you will have to add another name source element, entering the name one
way in one and the other in the second, and edit the note templates to
capture them appropriately. If this is what you want to do and need help
implementing this cryptic outline, just ask.
