That is by design for most style manuals. The problem is caused by
entering the name as "Lastname, comma, First Names." If you enter the name
as "First Names LastName", then the Short Footnote would include the full name.

Keep in mind that a Source Element is just another name for the Source
Group. So if you use [Name of Person] in a Source, you are really using
[Subject]. [Name of Person] is just used when the name of the element may
be easier to understand for that Source Category.
