This will not specifically help with your TMGW-Exhibits issue, but I
recently started a similar photo-scanning and archiving project. I was
looking at software that would allow creation of a photo album on a CD. I
found FlipAlbum and companion FlipAlbumCD would allow me to do this, and
the resulting album on CD runs independently of drive designation. They are
shareware, and I think the two programs will run you about $75 (haven't
bought them yet, still trying them out). More info at:
http://www.flipalbum.com

My current plan is to use this to catalog and archive old photos, and wait
for a new generation of TMGW and Exhibit enhancements.
