You can use either of two methods. The reason the memo is printing is because
you have Memos set to always print in under Publication Tools on the General tab
of the Report Definition of the report you are using. You can turn them off
there, so Memos will only print when you call them in a sentence template.

Or, you can include [M0] (that's M zero) in the sentence for the witness. M0
calls for the "zeroth" segment of the memo, which doesn't exist, but thus
inhibits any segment of the Memo from printing when Memos are specified under
Publication tools.
