File alphabetically by last name, then by first name.

It may depend on the physical form of the record. I have a book at home
containing all the marriages in a Quebec parish. The book is a single
source, with the citation detail showing "Pg 123, John Smith & Jane Doe."
However, with census records, I hand copy information about a single
household onto a single piece of paper. That piece of paper receives a
separate source number with the source information showing the census role,
enumeration district, page, etc.
