In this instance, I would probably have the document as a single source.
For example, I have a magazine article relating the life of a person. Under
that persons name, many different tags would then have information
mentioning the same source. The same source might generate tags under names
of relatives, too. The TMG citation detail might be used if their were
multiple pages in the source document.
