Sometimes the notification to S.S. is not filled out properly,
state omitted, city omitted, name spelled wrong and etc.

If the name is not too common, do a search for all persons
with the surname and browse the long list. Even a common name
you can find the person with some hunting.

Keep looking, most people are actually there, but some are not
filed in the right places.
