It certainly helps to have a SS number, but many times it is not
available. I have found several people whose names have been misspelled,
no state entered and etc.
The SSDI is periodically updated so maybe one day your uncle
will appear. Couple of people I was researching showed up in
later editions of the SSDI. I have found the SSDI a very valuable
resource in locating people.
