Yes, but you cannot do it in a single pass with the Gedcom export
module. What you have to do is create a temporary flag, and then use
the List of People report set it for the people you want to include.

Say you create a flag called SCRATCH, with values N and Y. Use the LOP
report with the secondary output to set SCRATCH=Y, and use the same
filter you are currently using for the Gedcom export. Next run the LOP
again, with the same secondary output, but now the filter is SCRATCH
Flag=Y, and add their ancestors for one generation. Finally, use the
SCRATCH=Y flag to generate the Gedcom.
