Technically a Canton is an independent country. However for the
purposes of entering into TMG treat a canton as a state. Put the town
into the city.

You can use the county for a district such aa Bernese Overland (Berneze
Highland).

The labels for places are just labels and you can enter anything you
want wherever. You can set the commas to not print if there is nothing
in the field.
