I'm not an expert on Swiss genealogy, but I lived in Switzerland for some
years. The Swiss cantons are basically federated states. You could put it
in either the state or the county slot--the result would be the
same: bigger than a city, smaller than a country. However, there is both a
city of Basel and a canton of Basel (just to make things more confusing...).
