My bibliography for SSDI reads:
Social Security Death Index accessed online at
http://ssdi.genealogy.rootsweb.com. The SSDI component of RootsWeb is
drawn from the Social Security Death Benefits Index of the U.S. Social
Security Administration and is available by subscription from the U.S.
Department of Commerce.

The local library or an online image service provides access to the census
records from the National Archives in much the same way as Rootsweb or
other subscribers provide online access to the Social Security Death
Benefit Index. The library or online service are not the caretakers of
the records. My thinking is we should cite how we accessed the records
but more importantly acknowledge the actual source of the information.
