To amplify on Lee's answer, the following approach using keyboard shortcuts may speed up the process:

1. Open the tag you want to delete.

2. Press F5 (edit) to open the Citation Entry screen. (assuming, as you said, you only have one citation per tag; if you have more you need to first select the citation you want to copy if it's not the first one.)

3. Press F10 (save) twice to add the citation to the Repeat list, and to close the Citation Entry screen, and then close the tag itself.

4. Open the tag you want to keep.

5. Press F4 (add new citation) to open a new Citation Entry screen.

6. Press F3 (repeat) to recall the citation saved in step 3 above.

7. If you use sureties, you will have to add them now - pressing Tab twice gets you to the first surety field.

8. Press F10 (save) twice to close the Citation Entry screen, and then close the tag itself.

9. Delete the duplicate tag.

While this reads like a long process, after you do it a few times it goes very quickly.
