Hi Joe,
why not use the filter:

Living Flag Equals ? AND
Any Tag Birth Date-Year > 1950
(or whatever year, I, personally, would go for 1901 or so)

That way she could set the Living flags to Y with the report, since there is no
overlap. Or am I missing something?
