For such things I use a Custom Source called Conclusions. It's Output templates are:

Full Footnote <[CD]>

Short Footnote <[CD]>

Bibliography - (that's a hyphen, the Exclusion marker)

and set Ibid to either On-Requires Same Source and [CD], or to Off.

To use it, write whatever you want to record into the CD. The Exclusion marker in the bibliography keep anything from showing there for it.
