Yes, your preference is the real answer. TMG assigns numbers to
individuals as they are entered, but you may assign any number or reference
value in the Reference field which may be used in locating someone. While
TMG assigns numbers on entry, you may specify the number to be assigned
(providing it is not already used), and you may re-number any individual as
desired. The big problem with trying to assign numbers is that the numbers
usually start with one person and continue through that persons ancestry or
descendants. Then later other persons are added which may or may not fit
into the numbering scheme or you decide that you would prefer to start with
a different person.
