Each data set is independent of another. If you have a data set open and
are creating a new one, you may select to begin the new one with some data
(places, sources, repositories, tags, and Flags). However, once the new
data set is created, any changes made in one will not affect the other.
As for the default values for Flags, select File=>Customize=>Flags and edit
the desired Flag and its settings so that the desired default value is the
first in the list of values. This will only change for new persons. It
will not affect any persons that you already have in the data set.
If you prefer a different default for persons already in the data set, you
would either have to delete the Flag (assuming it is a Custom Flag, you may
not delete a standard Flag) and re-create it with the desired settings.
Alternatively, you may use the List of People report with an appropriate
Focus tab filter and the Secondary Output Tab Change Flag option to change
the Flag values for selected persons.

pages of tipe, hints, helps and other information of interest to TMG
users. There are also some tutorials and articles that explain how to do
things in TMG.
