I don't know how the program decides that, Pam. Maybe someone else does.
However, if you have the Tax List tag in the Other Group and want more than
one Tax List Tag to be Primary, you could make separate tags for each Tax
List: TaxList1, TaxList2, etc., and mark any or all Primary. This only works
if the Tag is in the Other Group.
