Ida - I have futzed for an eternity trying to work with the Adoption tag,
roles, yada, yada to give the desired output. So while I *think* have it
figured out for narratives, list type reports and charts weren't working as
I wanted. So in most cases the adoptive parents are the primary parents. I
use [ADO] in the suffix field for all of those people who are adopted. This
lets me treat the relationship as if bio and yet is not deceiving in *any*
output.

If the stepfather/adoptive father is the primary father, I would make a
variant of the child's name with this step or adoptive info in the suffix
field. That way it would print on any charts or reports. For example:
John James Jones (adopted by Ted), or an abbreviation of this phrase
This would prevent reporting of misleading information until such time as
TMG reports and screens specify these different relationships. The suffix
field could also work with candidates.
