Lew,
You can start with Mills, but as has been pointed out, new sources come to
existence every day that Mills doesn't cover. I think at that point, either
Ms. Mills will have to do another book, or we will have to get creative. I
prefer to get creative. :)
When I was in school, you started with the source in hand, and walked your
reader to the repository. I think we can use that same principal today. I
have seen the argument that if our source can't be found by our reader, we
shouldn't cite it. I say hogwash. Is it my responsibility as a writer to
check each of my resources yearly to see if there has been a courthouse fire,
or a theft in the records department. I am merely citing what I saw and
telling my reader how to get there. If the source isn't there when they get
there, then it's a good thing I cited it well.
