I usually put the web site as the initial source of a tag if that is
where I got it. If I want to research further into the original sources
then I replace the web site source with the original or better surety
source. I want to know where i got the information and to tell others
where I got it.

I also do use the memo for leads that I will follow up rather than
creating a new source.
