Well, yes, but there is no "law" on the Internet. So it's a waste of time to expect any standards.

I doubt the DAR has the resources to check old applications. As I understand it, they no longer allow use of
old applications as support for new ones, but they are not withdrawing old memberships. So I suppose their
realistic choice is between leaving old applications available, knowing they contain some errors, or just not
making them available. I think I prefer the choice they made. <g>
