Since you do not state if you are using TMG 4 or TMG 5 I will try to answer
both.

In TMG 4, one way is to use a List of People report with a filter such as
this for individuals in the 1850 census:

(Any Birth Group Date Year Is Less Than 1902 AND
Any Birth Group Date Year is Greater Than 1891 OR
Any Birth Group Tag Does Not Exist) AND
(Any Death Group Date Year Is Less Than 2011 AND
Any Death Group Date Year is Greater Than 1900 OR
Any Death Group Tag Does Not Exist) AND
Any Event Group(s) Place Contains USA END

This should find the majority of individuals that lived in 1901 based on a
110 year lifespan.

The 2011 date is just for clarity, I know it is not here yet but if you want
to use the filter for earlier census years you will need this filter element
with a different date.

You may want to set a flag as a secondary output so you can find these
individuals later without having to run the filter again.

Since these filters are not available in TMG5 you need to use a new tool
available there, The filter in the Project Explorer with the following
parameters:

Any Event Tag Date <= 1901
Any Event Tag Date >= 1901

check "All of these" at the top of the window and Primary names only at the
bottom of the window.

This will find many individuals in the 1850 census year although it may not
find individual who have events prior to 1850 w/o any after 1850 such as
individuals w/o a death event.

NOTE: This filter is very slow, so be prepared to wait a few minutes.

You can devise a similar filter to the one for TMG 4 in order to find these
individuals.
