Bobbie Hall gave a good answer although Bobbie doesn't use the Death data
since that may or may not be available for a person. I use the death date
in my filter and it seems to work okay for me:
Any *Birth Group Date-Year Is Less Than [?] AND
Any *Death Group Date-Year Is Greater Than [?] END

When I run the report, I enter the date of the census (year [could change
the filter and use the entire date]). The result is often a few more
persons than I really need, but this way I don't miss anyone. For example,
in my 36,000 person data set for the 1900 Census I get 13,729 born before
1900 and 4,133 dying after 1900 resulting in 2,791 candidates. Obviously
some that were born before 1900 also died before 1900 but I don't have a
death date. I could probably set a Flag indicating them and include that
in the filter, but I'd still wind up with more than 2,000 persons and this
way I can do two things at once -- either find them on the Census and
adjust/make a Research Task to look for their death.
