I ran into the same thing, plus when you have long memos in those tags none
of the citations are listed until the end of the memo so you end up with
citations you entered for the vitals listed after the memo which in turn
may contain embedded citations. One solution is to embed the citations for
the vitals in the sentence template before the memo, but I had too many of
these when I converted from UFT.

I chose a different approach. I do not put any memos with the BMDB tags. I
then put all narrative in an anecdote (biography) tag. The journal
narrative reports which I use frequently then print only the vitals of the
BMDB in the first paragraph. This in turn is followed by the narrative and
any other tags I may have included. The narrative can be interspersed
between the other tags by use of a sort date if necessary.
