The reason you get this message is because this was the only Marriage
record for the two Principals of that Marriage tag. Either Principal may
have other Primary Marriage tag but in that case, the other Principal is
different.

Yes, when the other marriages are to different spouses. If John Smith and
Jane Doe marry (first for both), Divorce, John marries Mary Jones, and they
divorce and then John re-marries Jane Doe, then the result would be as follows:
Marriage Tag (Primary)
Divorce Tag (Primary)
Marriage (Primary)
Divorce (Primary
Marriage (non-Primary

Note that the Principals for the last tag would be the same as for the
first and only on of the two may be primary. I have this situation with a
cousin of my father's -- seems he married four times to two women -
re-marrying the first two and finally marrying a third woman for a fifth
marriage. So I wound up with three Primary Marriage tags, two Primary
Divorce tags, and two non-Primary Divorce tags.
