You can have only one Primary tag for EACH couple in the Marriage Group
(Marriage,. If two individuals get married and divorced and then married
again one of them will have to be non-primary. If a man marries fifteen
different women (or vice versa) then all of them can be primary. It is not a
bug.

From the TMG Help file:

The Other Event Group is a special case. The Subject may have one primary
tag from each Tag Type in that group. For instance, each person may have one
primary Education tag, one primary Occupation tag, etc., because each is in
the Other Event Group.

For tags involving more than one principal, the Subject may have one primary
tag for each co-principal with whom he/she has tags in that group. For
instance, each person may have one primary Marriage Group tag and one
primary Divorce Group tag for each spouse
