It shouldn't, if the sentences are the default sentences. Are you sure you
didn't change them to custom sentences (in the Witness Editing Screens) at
some stage?
If you did, subsequent changes to the default sentence (in the Tag Type
Definitions screen) will not override the custom sentences in Witness
Editing Screens.

Not that I know, except that they will be listed in that order with [WO].

The problem is the [P..] variables for the wife, who, if I understand
right, is a Witness, not a second principal. [P] variables are only for
principals they will never refer to Witnesses.
In your sentences, replace [P..] variables referring to the wife with
[R:Wife] (full name) or [RG:Wife] (given name) and [PO]/[P2] variables
referring to the principal (husband) with [P] or [P1].

So try the following:

For Wife Frances Berkovitz (witness):
[:CR:] [:TAB:] The US census <dated [D]> <[L]> lists [RG:Wife] <with her
husband [P]> <, and [WO]>. <[M]>

For Head of Household Bennett Siegal (principal):
Note: here you'll also have to replace [WO] with the role variables
[R:Daughter] and [R:Mother-in-law] (as well as any other possible Witness
role variables), otherwise you'd get the wife twice since she is also in
the list of
Other Witnesses:

[:CR:] [:TAB:] The US census <dated [D]> <[L]> lists [PG] as head of
household<, his wife [RG:Wife]><, and [R:Daughter]>< and
[R:Mother-in-law]>. <[M]>
