There are two Renumbering methods in TMG. One is the single person method
as noted by others. This is a person by person method and requires the
"new" number to be an unused one so if #1 is already used, then person #1
must first be renumbered to another number and then #1 will be unused and
can be used to renumber someone else.

The second method is a more global method. But it is really a way to
eliminate unused numbers _within_ the range of persons in your data
set. So if you have a data set with ten persons numbered like:
1, 2, 4, 12, 15, 20, 21, 22, 23, 30

and if you select the Renumber all persons method, then the result will be
persons #1 ands #2 will remain the same while Person #4 will be renumbered
to #3, #12 to #4, #15 to #5, etc. and person #30 will be renumber to
#10. So the order of the persons is retain, but the unused numbers are
eliminated.
