When scanning in a photo, what is the best format
to save the original? I use Picture Publisher and
the default is *.ppf. This is fine as long as I do
not change programs since I do not know is others
will read this format. Would it be better to save
orginal in a standard (jpeg, gif or tiff) format.

A similar thing can be seen with a photo-copier.
Take anything and make a
reproduction using the copier. You can make any
number of copies at the
same time or later from the original. This
corresponds to opening and
closing the .jpg file. Now take one of those
copies and reproduce it with
the copier. Take the result and do the same
thing. Keep doing this more
than a few times and the final result with be a
copy that looks nothing
like the original and is probably unrecognizable
at best. This is
comparable ot opening the .jpg file as saving it
(as opposed to closing it).
