I just did a quick search - Picture Publisher, originally from Micrgrafx,
is now owned by Corel and apparently no longer sold. So you're bumping up
against technical obsolescence already.
My first thought would be to use uncompressed .pngs (Portable Network
Graphics) for 'archival' storage. While not the most visible format at the
moment, it's up and coming; most major applications which deal with images
support it. I suspect it'll be the web standard in a couple of years. See

For web use, convert the .pngs to .jpgs - virtually every browser known to
humankind supports them, and for photos, they tend to be smaller and better
visual quality.
