Hate to tell you this, Stuart, but (being persnickity as usual) I am
going to insist that "by" and "before" are different. "By 1800" does
include the year 1800 so, if I were inclined to change it, I would
change it to "before 1801". As a matter of fact, that's exactly what I
did during my Roots III days. Similarly someone "living 1800" died
"after 1799".
