I think one tag with three sentences would work fine.

Right now I'm using these, but they leave out a lot. I've only found two
relatives with WWI draft registrations, so I didn't give it too much thought
yet. I'm looking forward to seeing what you come up with.

Principle:
[:CR:][:TAB:][P] registered for the World War I draft <[D]> <[L]>.<[M].>
His nearest relative was listed as [R: Nearest Relative]

Nearest Relative:
[:CR:][:TAB:][R: Nearest Relative] was listed as the nearest relative on the
World War I draft registration of [P1] <[D]> <[L]>
