Hi Klaus,
you're not forgetting anything, there is a bug that the output language for
reports don't stick (on reopening the report definition, you'll see that it
has reverted back to English).
The current work-around (if you want to call it that):
After you've switched the _program_ language to German, make sure you
select the default report version with the German title, e.g. not
Individual Narrative but "Personenblatt - Erzählender Bericht".
