Good possibility. However, while that could be a cause, it is not the case here.....I selected based on ID # and I have double checked it (actually triple checked) exactly what you are suggesting.

I also exited the program and came back in and redid the whole report virtually start to finish. This time I had 21 different ID # selected and 17 showed up. The same four folks did not appear.

Any other ideas? I finally gave up and manually entered the data for the 4 "missing" folks, so I am asking a "rhetorical" question and not one that can address an pressing existing problem.

I'm guessing you have 20 Names selected in the PE but only 16 People. The
difference is between People (one person, one name) and Names (one person,
multiple names - married name, nickname, etc.). The List of People is like the
PE filtered for primary names only, while the forthcoming List of Names is like
the PE with both primary and non-primary names. Filtering the PE for primary
names only should give you the results you want.
