Back in May, I reported this bug to WG. It was confirmed by Jim Byram,
and was able to be reproduced using the sample project. It seems to
occur (at least for me) when the names selected in the PE extend above
the PE window and some of the selected names are scrolled off the top of
the list. As with your situation, it always seemed to drop 5 people -
the 2nd through 6th people selected. I'm not sure what version we were
on then, but the problem has not yet been corrected...hopefully in the
next release.
Please report your error to WG support - as confirmation AND a reminder!

Good morning,
I am trying to generate a List of People report using selections from
the Project Explorer. I have 20 names selected but only 15 are showing
up on the report (generated twice independently...same results)
So I went ahead with the 15 and ran the report.
Then I "deselected" the 15 from the list, reselected the same 5 and ran
the report again....1 showed up. I can't see anything special about
these 5....the 20 were a mix of primary and non-primary names and that
didn't seem to make a difference. They were in the first part of the
list but not the top 5, for instance.
What am I missing here?
