Which Timeline events are displayed in TMG depends on your own settings in
File > Preferences > Advanced for "Circa means plus or minus".
To quote the TMG Help file:
Timeline Events/ History Events
The range chosen for "circa" dates will be used for determining which
Timeline or History events will appear on the Subject's Person View. The
range will be subtracted from the Subject's birth date and added to the
Subject's death date to determine the period of interest.

I personally set "Circa means plus or minus" to 0 (zero), which I find
useful for reports and filters as well.

Most reports allow you to include blank lines for missing data. On the
Report Definition Screen, choose Options > Miscellaneous and, under Other,
check the box that says "blanks for missing data". The various Charts
(Pedigree, Ancestor, Descendant etc) also allow you to run off a blank
chart. See under Options for each chart type.

There are plenty of people using TMG to enter Census data in a sensible way
as well! I see no problem with the way this primary source is handled as
opposed to any other primary source. The fields available for Date, Place,
Memo, Citation and Witnesses allow all relevant information to be entered in
a logical way, just as they do for Birth, Marriage, Death, Occupation or any
other tag. TMG could not possibly provide customised fields for this tag as
the fields for each Census year differ even for US Censuses, let alone the
Censuses in the UK (where live) Canada, Australia, New Zealand etc, etc.
As to linking an image, this can be done already. Open the Census tag and
click on the camera icon. The Exhibit log will open. Right click and choose
"Insert new image" or "Insert new OLE" depending on the format of your
Census image.
