Art,

I asked the same question myself about a year ago. Joe M. gave the
following answer, stated better than I could do:

"Because you can have two 'types' of first cousins once removed. Let's
call them, say, 'up' and 'down'. The 'down' first cousins once removed
are your first cousin's children; the 'up' first cousins once removed
are your parents' first cousins."
