The father is Primary and appears correctly in the daughter's person
view. The mother is unknown and there is no TMG record for her. I
thought that might have been the problem, but tried another record where
there was no mother and it worked fine -- same report settings that are
failing for my "problem ancestor". Any other suggestions? I suppose,
if worst comes to worst, that I could delete the father and then create
a new record -- since he's an "end-of-the-line" type.

You must look at the child's Person View and the corresponding Father or
Mother Tag to tell. If the Tag in the child's Person View is in the Tag
Box, then it is NOT Primary. If the Tag is in the Father or Mother slot
under the child's Name, then it is Primary.
